HR Transformation  ·  Strategic HR Operating Models  ·  Workforce Systems Modernisation  ·  AI-Enabled HR Service Delivery

Emma Elley is an executive HR transformation leader specialising in workforce systems modernisation, AI-enabled HR service models, and digital operating model redesign. She founded HR-AI Fusion to help organisations build a more strategic, scalable HR capability, where the function operates with clear direction, strong leadership, and the foundations to contribute at the level the business needs, combining board-level strategic thinking with hands-on implementation capability.

She brings international experience across healthcare, financial services, manufacturing, and consulting. She spent over twelve years in the Canadian healthcare system, the past decade as Chief Human Resources Officer at Ross Memorial Hospital in Lindsay, Ontario, partnering closely with the CEO and senior leadership team and contributing at Board level on workforce strategy, organisational development, and culture. Her track record includes reducing grievances by 67% within one year, implementing scheduling systems in half the standard timeline, and building AI tools that cut repetitive HR inquiries by 30–40%.

Her systems experience is extensive. She has led full procurement and implementation cycles for HRIS, workforce scheduling, time and attendance, and recruitment platforms, and has built AI-enabled tools that handle routine employee queries at volume, improving service consistency and freeing HR capacity for the work the business actually needs from the function. Her early career included a dual HR and IT leadership role in manufacturing where she led an enterprise-wide system implementation, which is where the systems thinking she brings today began.

Emma has also spent a significant part of her career building the people and leadership capability that sustains transformation. She has designed and led strategic HR business partner models, led organisational redesign and culture initiatives, and delivered leadership development programmes across complex, multi-organisation environments, building succession frameworks and growing line-manager capability across different industries and sectors.

Through HR-AI Fusion she works with organisations across the full range of what it takes to build a more effective HR function: defining strategic direction and operating models, implementing the systems that make those models scalable and governed, and building AI-enabled tools that handle routine queries at volume so the HR team can focus on the work that drives real business outcomes. She also works as a Fractional HR Director for organisations that need senior HR leadership on a flexible basis.

From strategy to execution

Strategy, leadership, and the experience to see transformation through

Translating business priorities into HR direction

Effective HR transformation requires working at the intersection of business priorities and people strategy, understanding what the organisation needs and translating that into clear direction for the HR function.

Emma operates as a peer to senior leadership and a strategic partner to HR, bringing the experience to bridge both perspectives and ensure the work lands at the right level.

Turning strategy into an effective HR operating model

Emma translates strategy into a clear operating model, defining how HR should function, how work should flow, and where technology and AI can create meaningful leverage.

She works alongside the organisation to implement that model, building stronger foundations, clearer ownership, and a more effective way for HR to support the business over time.
